TBG achieves the first expansion after the New Gas Law with the conclusion of Open Season 03/2021

Startup of natural gas firm capacity contracts resulting from the last public auction will take place starting July 1st

The TBG Open Season 03/2021 was finalized on June 22, with all contracts signed. The beginning of contracted firm capacity transport services will begin on July 1st. For the first time since 2019 – when the first entry and exit model contracts in the country was offered, in addition to contracts by Petrobras, firm output capacity was contracted by the gas consumer industrial segment, in particular, natural gas distributors, including: SCGás and Sulgás. Previously, Petrobras was the only company to sign almost all of the firm contracts resulting from Open Seasons, as occurred in Seasons 01 and 02.

The entry of new players created new dynamics to the Open Seasons, which resulted in commercial disputes over the available capacity in the southern section of the TBG Gas Pipeline. This scenario demonstrated the market's reaction to the new and unfolding process underway, and, given the possibility of negotiating natural gas with new suppliers, the market positioned itself to provide long-term (5 years) reserve offers of natural gas transport capacity to gas carriers in the system.

The dispute among gas carriers for the available capacity in the SC2 and RS1 Exit Zones (located in Santa Catarina and Rio Grande do Sul, respectively), generated transport requests above the existing capacity, and became a trigger for the immediate expansion of the respective section. As such, TBG promptly submitted an expansion proposal to the regulatory agency – ANP, and the participants of Open Season 03; a technical proposal with a commitment to deliver additional natural gas capacity transport services in the southern section of the Gas Pipeline, with the start of operations scheduled for January 1, 2024. The technical proposal was the result of a significant effort by the TBG team of specialists to make the first expansion possible since the publication of the New Gas Law.
 

Upcoming challenges

With the positive results of the Open Season 03/2021, TBG continues to innovate in its search for solutions to meet gas market expectations. It is already preparing the launch of Open Season 04/2022, scheduled for the beginning of the second semester, when the remaining uncontracted capacity for the period from 2023 to 2026 will be offered to carriers, in addition to all the existing natural gas capacity for 2027 (with the exception of legacy contracts).
In the second half of 2022, TBG also plans to launch, another Incremental Open Season, which will give markets agents the opportunity to contract additional gas transport capacity services that may prompt new, more wide-ranging expansion projects for the pipeline, in order to provide relief to the repressed gas energy demands in the South of the country.
