ANP authorizes resumption of public tendering for contracts in relation to Gasbol's natural gas transportation capacity

The board of the ANP (National Agency for Petroleum, Natural Gas and Biofuels) approved the resumption of public tendering for the transportation of natural gas along the Bolivia-Brazil gas pipeline (Gasbol). The decision, taken on Wednesday (July 8th) by the regulatory agency and published in the DOU (government Official Gazette) on Thursday (July 9th), is an important step that will help to boost the New Gas Market in Brazil.

According to the schedule released on the ANP website (http://www.anp.gov.br), the call to tender will already be available as of Friday (July 10th) through the Capacity Offers Portal of the Transportadora Brasileira Gasoduto Bolívia-Brasil S/A (TBG), at: https://chamadapublica.tbg.com.br/. At that same address, the form for registering an Expression of Interest (MI) will also be available and can be submitted by participants between July 13th and 24th. Approval of the resumption of Public Call to Tender nº 01-R/2020-ANP (CP-1R/20) was carried was waived in compliance with the Commitment Agreement between the state-owned company and the ANP, signed on December 23, 2019.

The offer is a contract for 10.08 million m3/day at the entry point of Corumbá (Mato Grosso do Sul state) and the total capacity of each of the Gasbol exit zones, covering five states (Mato Grosso do Sul, São Paulo, Paraná, Santa Catarina and Rio Grande do Sul). It should be noted that the fees will be the same as those in the contracts signed under CP-01/19.

The contractual drafts under CP-1R/20 incorporate a set of improvements on the contracts offered under CP-01/19, based on the considerations of a number of market agents.

The process of the Public Call to Tender for Capacity Allocation nº 01-R/2020-ANP (CP-1R/20), for the Bolivia-Brazil Gas Pipeline (Gasbol), was postponed on March 27th this year, with no set restart date.

The suspension occurred due to the consequences of the Covid-19 pandemic and the difficulty for economic agents to participate in the public tender, given the need to sign contracts for the supply of natural gas. However, the ANP considered it an opportune moment to resume the public tendering, in view of the plans for the gradual resumption of non-essential economic activities by some states, as well as the interest shown by various market agents in the resumption of the process.
